Basic Labor and Employee Relations Advisor - Level I
Basic Labor and Employee Relations (Level I) is a 5-day interactive course designed to provide Labor and Employee Relations Practitioners with the basic tools necessary to appropriately meet the demands they face in the Department of Defense. This course is currently being delivered virtually via Microsoft Teams but can be delivered in-person, if requested. Topics for this course include the Federal Service Labor Management Relations Statute, Negotiated Grievance Procedures, Contract Administration, Probationary and Trial Periods, Conduct- and Performance-based Actions, and Formulating Charges and Specifications.

Labor Relations Advisor - Level II
Labor Relations Advisor - Level II is an 8-day interactive course during which Labor Relations Practitioners develop the necessary skills to meet the more advanced demands they face in the Department of Defense. Labor Relations Advocate (Level II) will be delivered in a hybrid format, with the first 5-days in-person, and the final 3-days virtually. During the 5-day in-person session, Practitioners will participate in a series of lectures and group discussions covering the Negotiations Process and Fundamentals of Bargaining, Practical Administration of the Statute, and Negotiation Techniques. The in-person session concludes with Practitioners negotiating a collective bargaining agreement in a negotiation workshop. Immediately following the 5-day in-person session, Practitioners attend a 3-day virtual session to participate in a series of lectures, group discussions, and activities covering Drafting Proposals, Ground Rules, Bargaining Preparations, Advanced Bargaining Strategies, and Costing Proposals.

Employee Relations Advisor - Level II
Employee Relations Advisor - Level II is a 5-day interactive in-person course that enables Employee Relations Practitioners to develop necessary case preparation and advocacy skills to meet the demands they face in the Department of Defense. Practitioners attending this course will participate in a series of lectures, group discussions and activities covering Case Investigation and Preparation, Issue Determination and Case Development, Types of Evidence, Witness Preparation, and Research Resources and Methods. The course concludes with the Practitioner preparing for and presenting a case in front of a third-party during a Hearing Simulation Workshop.
