Typical Job Duties:
- Conduct desk audits and position reviews for positions to ensure jobs are accurately classified and obtain senior review.
- Prepare evaluation statements on classification actions, obtains senior review, and participates in discussions of findings with management and employees.
- Review a manager’s request for a grade increase for a position.

Technical Competencies
Federal Classification Systems: Thorough knowledge of title 5 classification laws, OPM regulations, and agency policies related to merit system principles and position classification. Knowledge of classification methods used to evaluate positions under each system.
Classification Policies and Procedures: In-depth knowledge of agency-specific policies and procedures used to carry out the agency’s position classification program, including delegations of authority, position management, process for resolving classification disputes (locally), and classification appeals. Knowledge of title 10 positions and alternate pay systems
Classification: Knowledge of and ability to apply OPM references, classification standards and functional guides. Knowledge of classification concepts, principles, and practices related to determining the appropriate pay system, occupational grouping, series, title, and grade level of positions. Knowledge of alternate pay systems and their applicable grading criteria (Note: This may vary depending on the organization serviced).
Position Classification & Job Evaluation: Ability to analyze, evaluate, and classify positions using OPM Classification standards, guides, or applicable instructions for grading criteria to complete classification work assignments. Ability to identify the proper series when duties are mixed, evolving, or cross-functional. Skill in applying classification and grading criteria, documenting rationale, and resolving classification disputes. Skill in conducting job analyses through interviews and desk audits to determine duties, scope, and complexity. Ability to draft, revise, and validate PDs to ensure accuracy and consistency throughout the agency.
Technical Writing: Skill in preparing classification advisories; and writing evaluation statements documenting classification rationale.
Communication: Ability to verbally articulate classification determinations and rationale; provide position management advice to improve efficiency.
Classification Advisory Services: Ability to advise managers on local classification processes. Ability to advise managers and HR staff on classification impacts related to workforce planning, reorganizations, and position management.
Appeals & Classification Reviews: Knowledge of classification appeal criteria (who may appeal and what may be appealed); and who they can appeal to (DCPAS or OPM). Ability to advise employees of the appeal process or when applicable, alternate avenue (administrative or negotiated grievance) to resolve disputes. Ability to assist with preparing classification appeal package.
Research: Knowledge of and skill in research to identify pertinent and associated references ensure compliance, efficiency, and fairness across the Department.
Position Management: Basic knowledge of position management and ability to cross-reference with 5 U.S.C. § 2301 (merit principles), collective bargaining obligations (5 U.S.C. Chapter 71), and internal controls (OMB A-123 / DoDI 5010.40).
