Sample Job Duties:
- Prepares, develops, and evaluates various procedures (e.g., appeals, grievances), rights (e.g., basic labor rights), and agreements (e.g., collective bargaining).
- Performs research using primary (i.e., case law) and secondary (i.e., compilations and guides) sources and services.
- Advises on and resolves labor-management issues.
- Evaluates and responds to union-filed information requests and other internal and external data calls and inquiries.
- Determines employee grievance and appeal rights in various situations.
- Analyzes and evaluates internal and external initiatives for their labor relations impact on organizational objectives.
- Prepares cases and represents the agency in grievances, arbitrations, complaints, and appeals.
- Develops and conducts labor relations training for supervisors and managers.
- Drafts, reviews, and ensures compliance with settlement agreements.
- Provides guidance to managers on grievances, arbitrations, complaints, and appeals.
- Develops strategies, drafts proposals, assesses the negotiability of proposals, participates in negotiations, and advises the negotiation team.
- Represents the agency before the Federal Service Impasses Panel (FSIP).

Technical Competencies
Collective Bargaining: Knowledge of the negotiation process between an agency and the exclusive representative of employees to consult and bargain in good faith aimed at reaching agreement.
Disciplinary and Adverse Actions: Knowledge of laws, rules, regulations, concepts, principles, practices, and contract provisions related to formal and informal discipline including Douglas Factors analysis, just cause analysis, and alternative discipline.
Employee Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to disciplinary and adverse actions, leave administration, performance management, and dispute resolution.
Labor Relations: Knowledge of laws, rules, regulations, case law, principles, and practices related to negotiating and administering labor agreements and disputes.
Labor Relations Statutory Processes: Knowledge of the regulations that govern processes before the Federal Labor Relations Authority, Federal Service Impasses Panel, and Federal Mediation and Conciliation Services.
Legal Research: Knowledge of methods and sources to conduct legal research and find relevant authorities.
